Long toxic, mortgages now boosting some banks

One of the few businesses working well for the biggest banks these days is the same one that got them in trouble just five years ago: mortgages.

Wells Fargo & Co and JPMorgan Chase & Co are both expected to post more than $4.5 billion in profits for the third quarter, an increase of more than 15 percent from last year, according to Thomson Reuters I/B/E/S.

Other businesses at big banks will likely benefit from the mini-mortgage boom. Fixed-income trading revenue will likely rise at Goldman Sachs Group Inc and other investment banks, thanks in part to more trading in mortgage-backed securities.

A booming mortgage business will help make up for a challenging environment that includes low interest rates squeezing lending profits and slow merger activity pressing earnings from investment banking. Analysts said banks may announce new rounds of cost cutting.

While banks are making new mortgages, the home loan business is still tough. Lenders have millions of foreclosures to process, and all the current refinancing will translate into lower income from mortgage securities they choose to hold.

Legal settlements stemming from the housing bubble and financial crisis are still weighing on results. Bank of America Corp said on Friday it will pay $2.43 billion to settle a class-action lawsuit by investors who claimed the bank lied to them when it was acquiring Merrill Lynch. With the settlement, the bank will likely post a quarterly loss.

Many lenders scaled back mortgage operations after the housing crash, which turned into a financial crisis that cost banks trillions of dollars globally.

But for banks that stuck with the home lending business, such as Wells Fargo, JPMorgan, and U.S. Bancorp, the fees generated from making mortgages will be a big boon in the near term, analysts said.

"They're the ones that are going to be the winners," said Paul Miller, an analyst at FBR Capital Markets. "We think the refi boom lasts four to five more quarters."

Wells Fargo , the No. 4 U.S. bank by assets, and JPMorgan, the biggest, are scheduled to release third-quarter results on Oct. 12 - the first major financial institutions to do so.

The remaining four of the six biggest banks, Bank of America, Citigroup Inc, Goldman, and Morgan Stanley, are due to report the following week.

The U.S. Federal Reserve plans to buy up to $40 billion of mortgage-backed securities each month for as long as it takes for unemployment to fall. That demand for mortgage bonds is lowering lending rates. On Thursday, Freddie Mac said the average rate for a 30-year home loan fell to a record low of 3.4 percent.

The Fed's latest effort is intended to reverse the severe damage done by reckless investors, lenders and borrowers who leveraged up homes in the mid-2000s.

Banks benefit from the fees they get from closing loans, but also from the fact that investors want more mortgages than lenders can easily make.

When a bank makes a new loan, it can quickly sell it off to investors at a relatively high price, analyst Dick Bove of Rochdale Securities said in a research note this week.

Wells Fargo has already told investors to expect a significant decline this quarter in its net interest margin, a measure of how much profit a bank makes from interest on its loans.

Banks are trying to make up for the reduced margins by making more loans. Loans on balance sheets of commercial banks grew 5 percent over the 12 months through August, according to Fed data.

"We think there will be a reasonable amount of loan growth, especially on the commercial side," Guggenheim Partners analyst Marty Mosby said. "That's the way the banks have been able to hold their own."

But with investors looking for more improvement, banks are under pressure to cut costs to boost profits. Analysts want details on expenses from Bank of America, which is reportedly accelerating plans to lay off 30,000 workers.

JPMorgan's results are expected to improve from the second quarter, when it booked what appears to be the vast majority of losses from its London Whale trading scandal.

Through the first six months of the year, San Francisco-based Wells Fargo earned more than JPMorgan and could challenge the New York bank for the title of most profitable in a calendar year.

Alongside the basic business of taking deposits and making loans, five of the biggest six banks have substantial operations in securities trading and investment banking - which have had mixed success.

Revenues from fixed income trading are expected to be up, but equity trading will be down, according to estimates by analyst David Trone of JMP Securities. Debt and stock underwriting are up sharply from a year ago, when turmoil in European markets discouraged financing.

But completed takeovers that deliver payoffs for advisory work are lagging. All told, revenue from trading and investment banking will be up about 6 percent, according to Trone's estimates.

Citigroup is seen by some analysts as barely breaking even because it is taking a one-time charge - which it has estimated at $2.9 billion - on the value of its stake in a brokerage joint venture with Morgan Stanley.

Analysts see Morgan Stanley's profit sliding by 75 percent, largely because of accounting adjustments that, ironically, will reflect an increase in the market value of its debt stemming from improvements in its creditworthiness.

Reddit user insults Sikh woman over facial hair, response inspires apology

On Facebook, support for the Sikh woman whose photograph was initially shared via Reddit as a way to ridicule her has has quite the opposite effect.

A Reddit user who posted a link to a photo of a young Sikh woman with facial hair in Reddit's "funny" thread was met with a torrent of criticism ? and an incredibly gracious response from the woman who said the photo was of her. The story has gone viral around the world, Facebook pages are springing up in support of the young woman, who so far has said little other than what she seems to have shared on Reddit.

The person who started it all identified himself ?european_douchebag? on Reddit (but now has deleted his name). He unleashed the furor when he posted the comment "I'm not sure what to make of this" with a link to a photo of the woman, shown standing in a line, checking her phone.

At first, there were some of the typically juvenile comments we've all grown to expect from such juvenile posts. But the tide turned quickly as Redditors harshly chastized "european_douchebag" ? "Don't do this. Don't take pictures of people you think look weird and post them online," posted "baumkramer." And then the woman believed to be the subject of the photo weighed in, not with barbs, but with benevolence, explaining:

Hey, guys. This is Balpreet Kaur, the girl from the picture. I actually didn't know about this until one of my friends told on facebook. If the OP wanted a picture, they could have just asked and I could have smiled :) However, I'm not embarrased or even humiliated by the attention [negative and positve] that this picture is getting because, it's who I am. Yes, I'm a baptized Sikh woman with facial hair. Yes, I realize that my gender is often confused and I look different than most women. However, baptized Sikhs believe in the sacredness of this body - it is a gift that has been given to us by the Divine Being [which is genderless, actually] and, must keep it intact as a submission to the divine will."

...By transcending societal views of beauty, I believe that I can focus more on my actions. My attitude and thoughts and actions have more value in them than my body because I recognize that this body is just going to become ash in the end, so why fuss about it? When I die, no one is going to remember what I looked like, heck, my kids will forget my voice, and slowly, all physical memory will fade away. However, my impact and legacy will remain: and, by not focusing on the physical beauty, I have time to cultivate those inner virtues and hopefully, focus my life on creating change and progress for this world in any way I can.

Kaur leveled "european_douchebag" with her words. And, to his credit, he apologized, a rarity these days on the interwebz.

"Douchebag" is a 20-year-old from Florida, according to the New York Daily News, who said admitted the the initial post was "ignorant."?

"I never even thought about how she felt or what she was going through. I really admire her faith," he told the newspaper. (He said he doesn't want his name used, and that's understandable considering the less-than-nice reaction he's received from many around the globe.)

We've reached out to Kaur for comment about the experience, and haven't heard back yet.

But more than 1,500 responses have been posted so far on Reddit, most applauding Kaur for her courage and grace.

"This is a lovely lesson in tolerance, forgiveness and getting along with it," wrote "bilva." "European douchebag thought it was harmless what he was doing, Balpreet stayed tolerant and explained ... he realized he was wrong, he went to her and apologized ... and his courage is as exemplary. To say I am sorry I was stupid, is not easy. That is why we have world wars and religious wars."

"You are amazing and a tribute to your culture," posted "byroncox." "you're absolutely gorgeous just the way you are! i applaud you."

Even those women who wax and pluck their facial hair to meet modern-day standards of beauty gave Kaur kudos.

"I wish we all could see the value of a person without looking at how much makeup they have on," wrote "MindfulSpirit." "I have been told how beautiful and put together I am .... yet none of these people know how often I have to pluck my bloody chin ... I wonder how many of these people would tell me the same thing if I let it all grow and hang out ... I hope one day I can live an enlightened life and be at peace with what I have and how my body is." Kaur, she wrote, has achieved "what many of us never will."

China's Peasant Olympics Are Sandbags Of Fun, Assuming One ...

Something called the ?National Peasants? Games? ? the 7th edition, in fact ? is currently being held in Nanyang, Henan province, which People?s Daily Online describes as a ?quadrennial multi- ?in which sport event? in which competitors from among the country?s rural residents take part in sports, both conventional, including basketball, athletics, table tennis, shooting, xiangqi (Chinese chess) and Tai Chi, and folk sports and games, such as wushu, tire pushing, food-carrying, rice planting, kite flying, jianzi (kick shuttlecock) and tug of war.? It?s all about ?fun,? People?s Daily tells us.

But a slightly different picture emerges when one reads longtime USA Today China correspondent Calum MacLeod?s story:

Nanyang made way for a 35,000-seat arena and other facilities by knocking down the homes of over 50,000 people in Wancheng district, mostly peasants according to the local government website.

Can?t be bothered by that though, nor the fact that, according to MacLeod?s article,??anger is simmering? because ?rapid urbanization has eaten up acres of farmland.

Who cares, right? As?People?s Daily tells us, ?the?games emphasize recreation more than results.? Recreation, you hear? Fun!

New chemistry technique reproduces nature's elusive complexity

ScienceDaily (Sep. 23, 2012) ? Scientists at The Scripps Research Institute have shown how to synthesize in the laboratory an important set of natural compounds known as terpenes. The largest class of chemicals made by living organisms, terpenes are made within cells by some of the most complex chemical reactions found in biology.

The new technique, described in an advance online edition of the journal Nature Chemistry on Sept. 23, 2012, mimics a crucial but obscure biochemical phenomenon that allows cells to make terpenes. The discovery may one day result in cheaper, fully synthetic versions of the cancer drug Taxol, the antimalarial compound artemisinin and hundreds of other useful terpene products.

"It's exciting for us because we're now making molecules that have never been made in the laboratory before, and we've done this by first observing what nature does," said the senior investigator for the study Ryan A. Shenvi, a chemist at Scripps Research.

Powerful Biological Functions

Terpenes take their name from one of their best-known representatives, the paint thinner turpentine -- a derivative of pine sap. Many terpenes, like those in turpentine, are small, plant-made molecules that turn into vapor at relatively low temperatures and waft easily through the air. These often serve as important chemical signals for plants, and are used by humans in fragrances and flavorings.

Some terpenes are more complex, and are synthesized by plants and other organisms as powerful cellular defense mechanisms. "Having such strong biological functions can make them very useful in medicine," said Shenvi. Paclitaxel (Taxol), a widely used cancer drug, is a terpene derived from the bark of the Pacific yew tree. Artemisinin, the basis for a major class of antimalarial therapy, is a terpene made by the sweet wormwood herb. But the terpene family is highly diverse and also includes vitamin A, menthol, cholesterol and steroids.

Many terpenes, including Taxol and artemisinin, are made naturally in cells by processes that are so complicated, and so hard to understand, that chemists haven't been able to recreate them fully using organic chemistry techniques. The commercial production of these two medicines still depends on the relatively expensive harvesting of starting compounds from plants.

Taking Up the Challenge

In the new study, Shenvi and a postdoctoral researcher in his laboratory, Sergey V. Pronin, set out to recreate one of the two major terpene synthesis processes in nature. Known as tail-to-head polycyclization, this process is used by cells to make numerous complex terpenes. (The other major terpene synthesis process, head-to-tail polycyclization, is already partially reproducible with organic chemistry, and results in terpenes that include steroids.)

The tail-to-head polycyclization process begins with a relatively simple chain of carbon atoms, each of which is decorated with other, mostly hydrogen atoms. The goal of the process is to bend this linear hydrocarbon structure in a way that yields one ringlike structure, then another, and so on in a "polycyclic" chain.

A crucial feature of this process is the effective displacement of positive charge from one carbon atom on the structure to another, in just the right sequence. What makes this feat so challenging for chemists to reproduce, and even to analyze, is that this positively charged state in principle can slide along numerous alternative pathways on the emerging structure. Moreover, because it powerfully attracts negatively charged ions, this carbon-based positive charge, which chemists refer to as a carbocation ["carbo-cat-eye-on"], is inclined to snuff itself out almost immediately.

"Carbocations are notoriously tricky to include in synthetic procedures in the laboratory, because their lifetimes are so short," said Shenvi. "And yet nature has evolved tools to handle them."

Chief among these tools are cyclase enzymes, which hold terpene molecules that are under construction and use their own charged structures to protect carbocations from being quenched -- at least long enough to let them do their work. Chemists who have sought to synthesize terpenes in the laboratory generally have done so without trying to mimic these enzymes' charge sequestration mechanism.

"The natural synthetic pathways were assumed to be much too difficult and maybe impossible," Shenvi said. "But we decided that we would have to recreate it somehow if we wanted to develop a broadly useful technique for making this group of terpenes."

Following Nature's Lead

Pronin and Shenvi eventually found that a type of vinyl epoxide seems to serve as a partial substitute for cyclase enzymes. "We think that it effectively holds the negatively charged counteranion, which would otherwise follow and quench the carbocation before the reaction is complete," said Pronin.

As a demonstration of the power of their new technique, the chemists used it to make two different types of terpene, known as funebrene and cumacrene, starting from relatively simple organic chemistry ingredients. These terpene compounds had never before been fully synthesized outside of living cells.

Shenvi emphasizes that this report represents merely an initial, foundational description of this new strategy, and that technical obstacles still prevent its widespread use. "But once we can get past these obstacles, we should be able to use this new approach to fully synthesize many other valuable compounds," he said. "Basically the entire realm of terpenes will be reproducible with organic chemistry."

Funding for the study, "Synthesis of highly strained terpenes by non-stop tail-to-head polycyclization," was provided by a start-up grant from the Scripps Research Institute and a grant from Eli Lilly & Co.

After a few humid and sweaty days in Tokyo, TGS 2012 is drawing to a close. While the public days continue through the weekend, us media types are headed back to our respective homelands until next September. The lasting impression from the week -- aside from eating massive amounts of gyoza -- will undoubtedly be the news Sony dropped the day before the show started at its own press event. A new, even slimmer PS3 is on the way and two new colors for the PS Vita were outed -- at least for Japan. On the show floor, though, we encountered some peripherals well-suited for other gaming tech like Nintendo's 3DS XL, Xbox 360 and PC rigs. UK needs more ambitious electric car grant scheme - MPs

LONDON (Reuters) - Britain needs a more ambitious programme to encourage the uptake of low-carbon vehicles, as sales of the cars have disappointed, a committee made up of MPs said on Thursday.

As part of its aim to reduce carbon dioxide emissions to 80 percent below 1990 levels by 2050, the government has offered 25 percent off the price of a plug-in electric car capped at 5,000 pounds.

Plug-in cars, such as the Chevrolet Volt, Nissan Leaf, Toyota Prius and Vauxhall Ampera, typically cost in excess of 20,000 pounds.

The government expects to see tens of thousands of plug-in vehicles, which have a longer driving range than all-electric vehicles but which still need to be charged, on the roads by 2015, but demand has been weak, said a report by the Transport Select Committee.

In 2011, 1,052 vehicles eligible for the plug-in car grant were registered. The committee said consumer demand was lagging behind and that the subsidy was ineffective because the purchase price was still too high.

"So far, Department for Transport expenditure on plug-in cars - some 11 million pounds - has benefited just a handful of motorists," said Louise Ellman, chair of the committee.

"Ministers should not sit back and hope that the government's policy on plug-in cars will reduce transport carbon emissions. Far more work is required to ensure that this programme is a good use of public funds."

Emissions from domestic transport account for around a quarter of the UK's total carbon dioxide emissions, with car emissions accounting for over half of that amount.

There is also uncertainty over the number of charging points being installed across the country.

"It is unclear whether the provision of public charging infrastructure encourages demand for plug-in cars. Indeed, the government does not even have a register of all the charge points installed at public expense," Ellman said.

The government should set milestones for the number of plug-ins it expects to see on the roads so the success of its low-carbon vehicle strategy can be assessed, the report said.

(AP) ? Oscar Pistorius lost another of his Paralympic titles, finishing fourth in the 100-meter final.

Jonny Peacock of Britain won the showpiece race in 10.90 seconds Thursday to loud cheers from the home crowd. Pistorius, the defending champion, had a time of 11.17.

The "Blade Runner" came in second in the 200 final Sunday. Pistorius had complained that 200 winner Alan Oliveira of Brazil won after using lengthened blades. The Brazilian finished seventh Thursday.

Pistorius will be looking to defend his 400 title when his preferred final takes place Saturday. He anchored South Africa to victory in the 4x100 relay Wednesday.

New York club says pole dancing is an art, for tax purposes

(Reuters) - What do the world-renowned Bolshoi Ballet and a New York strip club have in common?

According to the owners of Nite Moves, an exotic dance club near Albany, New York, enough to qualify pole dancing and private lap dances as tax-exempt artistic performances.

The club on Wednesday posed its argument to the Court of Appeals, the state's high court, in a bid to fend off a $125,000 tax bill on revenue collected through admission fees and private dances.

"If you saw what these dancers do, you'd be saying, 'It's not the Bolshoi, but it's good,'" Andrew McCullough, who is representing the club, told the court, referring to the famous Moscow-based ballet company.

Under state law, revenue collected from "dramatic or musical arts performances" is not taxable. But the state Tax Department says that because exotic dances are not tightly choreographed, they do not qualify for the exemption.

"If the women kept their clothes on, no one would be coming to this bar for the dance performances," said Assistant Solicitor General Robert Goldfarb, who argued for the state.

The exemption applies only to establishments that, like Nite Moves, do not serve alcohol, so many strip clubs in New York will not be impacted by the court's decision.

Nite Moves is trying to fight off taxes levied on admission fees, beverage sales and revenue from private dances that the club collected between 2002 and 2005.

The high court's decision is expected in the fall.

Swallowed magnets in children need quick evaluation and treatment

ScienceDaily (Sep. 4, 2012) ? Children who swallow powerful neodymium magnets are at risk of serious complications, requiring emergency evaluation and possible treatment. That's the message of a new clinical algorithm published in the September issue of The Journal of Pediatric Gastroenterology and Nutrition, official journal of the European Society for Paediatric Gastroenterology, Hepatology and Nutrition and the North American Society for Pediatric Gastroenterology, Hepatology and Nutrition (NASPGHAN). The journal is published by Lippincott Williams & Wilkins, a part of Wolters Kluwer Health.

Developed by an NASPGHAN expert panel, the algorithm provides doctors with a recommended, step-by-step approach to managing children who have swallowed these powerful magnets. "The algorithm is a concise guide to the evaluation and treatment of magnet ingestions meant to reduce the gastrointestinal complications in children," commented lead author Dr R. Adam Noel of Children's Hospital of New Orleans.

Informal Survey Identified More Than 80 Cases

"Neodymium or rare earth magnets are not our grandfather's magnets," Dr Noel and coauthors write. "Composed of iron, boron & neodymium, they are at least five to ten times more powerful than traditional magnets." Used in many industrial products, the powerful magnets are also marketed as "desk toys" or "stress relievers" for adults.

Because of their "formidable" attractive force, neodymium magnets pose a serious health hazard if swallowed. That's because ingested magnets can "find each other" even if they are in different areas of the digestive system. "The magnets can therefore cause two pieces of bowel to stick together with great strength and do not separate," the authors explain. This can result in gastrointestinal perforation or obstruction, sometimes requiring surgery.

An informal survey of NASPGHAN members highlighted the frequency and seriousness of the problem. Pediatric gastroenterology specialists responding to the survey reported more than 80 children with magnet ingestion. Most patients required endoscopy to remove the magnets or surgery to repair damage to the bowels. Twenty-six children had bowel perforation; three needed major surgery to remove a section of damaged intestine.

Emphasis on Rapid Medical Evaluation of Swallowed Magnets

In response, a NASPGHAN task force was formed to develop a new algorithm for evaluation and management of ingested neodymium magnets. X-rays are needed to confirm that the child has swallowed magnets and to show their location. Because the magnets are usually small, there may be no or only mild symptoms.

A critical step is determining how many magnets the child has swallowed. A single magnet will likely pass through without causing any harm. However, if two or more magnets have been swallowed (or a magnet with another piece of metal), attraction between them may result in serious complications. Because magnets may overlap, multiple x-rays from different angles are needed.

Rapid evaluation is critical, as complications appear more common if the child is not seen within twelve hours. The algorithm recommends removal of the magnets using an endoscope, if possible -- although this can be difficult because the magnets can get stuck on the sides of the removal instrument. Surgery may be needed if medical care is delayed, if the magnets pass out of the stomach, or if complications occur.

While the new article was being prepared for publication, the U.S. Consumer Products Safety Commission (CPSC) took action to ban the sale of neodymium magnets as toys. But Dr Noel notes that the CPSC action affects only the small magnets that make up adult magnet toys and that the biggest company selling the toys is resisting. In addition, the ban won't apply to magnets used in other products, such as children's toys and tools.

"Therefore there will be a significant exposure to the extremely small powerful magnet for the foreseeable future," commented Dr Noel. "I hope for our children's sake that the CPSC action will stick. But even so, the magnets that are already in our environment are a clear and present danger."

Coauthor Dr Mark Gilger of Texas Children's Hospital agrees, suggesting that cases of magnet ingestion in children may even increase over the short term. He added, "If one used a risk/benefit analysis on neodymium magnet desk toys, it's quite simple: the risk of injury to children is high and the population benefit is little or none. Do we need this toy, really?"

'Doctor Who' season promises tears, terrors

Spoiler alert! The following contains?minor spoilers and speculation about the upcoming season of "Doctor Who." If you don't want to know any details before the premiere, stop right here.

The end is near for Amy Pond and Rory Williams, the faithful companions of the eleventh Doctor. BBC America's top-rated show, British-science-fiction-classic-turned-U.S.-cult-hit "Doctor Who," returns Saturday, Sept. 1 for?an all-new season?and the start of a five-episode arc that leads up to the couple's exit from the series.

?Just wait until you see their goodbye,? Matt Smith, who plays the Doctor, said during a Q&A session after the New York City screening of season's first episode. ?It's going to be tough!?

The companions, who have been with Smith since he started as the Doctor in 2010, will make their final appearance in episode five, "The Angels Take Manhattan." During the Q&A Karen Gillan, who plays Amy Pond, admitted leaving the show was sad and just watching the season premiere during the screening made her cry, but she believes this is the right time for Amy's departure.

The end of Pond and Williams definitely starts off with a blockbuster episode in "Asylum?of the Daleks." When we left the Doctor last season, he had faked his own death in order to step back from events in the universe and River Song finally told Amy and Rory the truth that the Doctor was still alive.?This season?starts with the Doctor being summoned to the planet Skaro, the home of his deadliest foes, the Daleks. He, Amy and Rory are reunited and find themselves facing more Daleks than we have ever seen before. The scene is truly terrifying and awe-inspiring as we see every generation of Dalek and every Dalek that has ever appeared on the show in it's 49 year run in one place.

?We have made the Daleks scary again, something I am not sure we got right before,? Smith told TV Guide in an interview.

The trio ends up on an asylum planet, where the Daleks that are too insane for their own kind to deal with are dumped, which results in lots of the running and classic back-and-forth banter from the Doctor and his companions as they try to escape.

Fans who have kept up with the season prequel web series, "Pond Life,"?will have a?heads up on some of the?action where Amy and Rory are concerned,?thanks to a cliffhanger leading up to the premiere. But for those who haven't tuned in online, one reveal will come as a shock. Expect?scenes featuring the couple to be especially bittersweet knowing their exit from the series is soon to come. And of course, as?regular viewers?now expect from an episode written?by executive producer?Steven Moffat, there will be?lots of unexpected twists that will tug at heartstrings.

Between a western with cyborg gunslingers and dinosaurs on a spaceship, there is definitely a lot to look forward to this season. Moffat revealed during San Diego Comic-Con earlier this year that this season?will have a bigger variety of episodes than ever before, and from a look at some of the newly released?promo posters,?it seems to be true. This could be due to the fact that there will be less of an arc this season and no two-part episodes, leading to more standalone adventures. Still, Moffat promises some exciting new developments, if this June tweet from him is anything to go by: "See this new monster I've invented? This is a GOOD one. This will SCARE you. Oh yes."

The Q&A panel after the screening was moderated by Nerdist host Chris Hardwick.

Until then though, it's all about the final farewell of Amy and Rory. Looking back at their time with the Doctor, it's definitely been a long and often hard road, especially for Amy. The Doctor has been an influence on Amy since her childhood. He's helped her face her fears and get married, found her child who had been kidnapped by his enemies, and then married her daughter!

Amid all the fun of traveling through time and space, the couple's adventures have cost them a lot too --?from the lack of a normal married life, to the constant danger of death, to the heartbreaking realization that they would never have the chance to raise their child. How exactly the pair will exit the show has everyone curious, especially since past frights the Weeping Angels are involved. As fans of the show know, no one is quite the same after traveling with the Doctor and not all companions leave his side as whole as they were when they started. We'll just have to wait and see exactly what Amy and Rory's exit from the Tardis will cost them.

"Not everyone gets out alive," Moffat said at the press conference announcing Amy and Rory's replacement. "And I mean it this time!"

Nearly 900 districts to apply for Race to the Top

(AP) ? Nearly 900 school districts across the nation intend to apply for a slice of close to $400 million in grants that the U.S. Education Department will distribute in support of local initiatives that help close achievement gaps and prepare students for college and a career.

The department announced Friday that 893 applicants are slated to participate in the Race to the Top-District competition.

"I believe the best ideas come from leaders at the local level," Education Secretary Arne Duncan said.

The Obama administration has already awarded more than $4 billion to 18 states and the District of Columbia through its Race to the Top competition. The federal funding spurred a wave of reform across states, encouraging the growth of charter schools and changing how teachers are evaluated.

Critics of the program have said it is overly prescriptive and pushes reforms that are not research-based.

The new Race to the Top competition encourages districts to create learning environments that are aligned with college and career-ready standards, accelerate student achievement and expand access to the most effective teachers.

The guidelines do not advocate a single approach but require applicants to design a personalized learning environment that uses data-based and digital tools to meet the needs of individual students.

In order to qualify, at least 40 percent of participating students must come from low-income families. The districts also must put into place teacher, principal and superintendent evaluation systems by the 2014-15 school year and be able to provide instructors with data on student growth.

The Education Department expects to give 15 to 25 districts four-year grants ranging from $5 million to $40 million, depending on their size. The districts that have applied include some of the nation's largest ? including New York City, Miami-Dade and Boston ? as well as smaller, rural ones. There are more than 14,000 public school districts nationwide.

Duncan said he hopes the response will build on "this nationwide momentum by funding districts that have innovative plans to transform the learning environment, a clear vision for reform and track record of success."

While the competition focuses on locally-designed initiatives, it incorporates many of the same core priorities of the state Race to the Top.

Tom Loveless, a senior fellow at the Brookings Institution, said the research is mixed on many of the competition's core goals, including creating new teacher evaluation systems.

"We don't know a lot about the specifics of what a good system looks like in different settings," Loveless said.

Education historian Diane Ravitch said she has the same concerns about the district-level competition as she did the state Race to the Top.

"It's turning education into a competition," she said. "It's not a competition. It's a slow developmental process that involves everybody."

Alberto Carvalho, superintendent of Miami-Dade Public Schools in Florida, one of the states awarded Race to the Top funds, said the district competition would give "the ability to achieve rapid and catalytic transformation at the local level without a state process to be navigated."

The district's application will focus on personalizing education for students based on how they best learn, rely more on digital content and changing the learning environment and outcomes of middle school students who have fallen behind.

"This is a creative and effective way of spurring reform from the bottom up," he said.

Carvalho said he wasn't daunted by the idea of a superintendent evaluation, especially given that teachers and principals are now given them as well.

"I think it is fair it is extended at all levels of the organization," he said.
